10 December 1996 – Plovdiv. At the celebration on the occasion of the International Human Rights Day, for the first time, the idea of Vaklush Tolev for inclusion a clause for the rights of the soul in the Charter of Human Rights were proclaimed.
9 December 1997 – Plovdiv University "Paisii Hilendarski". On the occasion of 49 years anniversary of the Universal Declaration of Human Rights, Vaklush Tolev, in his speech "Fear, enemy, anathema" again presents the thesis of a new clause in the Charter of Human Rights.
10 December 1997 – Plovdiv. The Association "Center of Non-Profit Organizations" and "the Bulgarian Association for Fair Elections and Civil Rights" organize a public debate on the occasion of the International Day of Human Rights. A declaration with the proposal of Vaklush Tolev for soul rights is accepted.
9 December 1998 – On the occasion of the 50th anniversary of the Universal Declaration of Human Rights, the Way of the Wisdom Society Association sent a formal letter to the UN Human Rights Commission with Vaklush Tolev's proposal for a new clause in the Charter of Human Rights.
30 November 1999 – Sofia. The proposal was again sent to Mrs Mary Robinson, High Commissioner of the UN Human Rights Commission.
20 December 2000 – Plovdiv, the Home of Wisdom. The problem of soul rights is included in the cultural program "Thirteen Days of the Wisdom", as one of the challenges to the Third Millennium.
10 December 2001 – Sofia, Bulgarian Telegraph Agency (BTA). A press conference entitled "God's humanity in human godlikeness" is held with Vaklush Tolev. Journalists from Bulgarian and foreign media, representatives of state institutions and non-governmental organizations are invited.
10 December 2002 – Sofia, the Home of Science and Technology. Vaklush Tolev delivers a speech on "Soul – Rights and Protection".
15 December 2004 – Sofia. The Archaeological Museum, the Animi Culture Foundation and the European Institute celebrate the 56th anniversary of the proclamation of the Universal Declaration of Human Rights with a solemn concert. As a Bulgarian contribution to the protection of human rights, Vaklush Tolev's proposal for soul rights is highlighted.
13 December 2005 – Sofia, The Aula of Sofia University "St. Kliment Ohridski". Vaklush Tolev was invited to deliver an academic speech and present his proposal for soul rights. The celebration was attended by prominent Bulgarian public figures, intellectuals, and foreign diplomats.
